Pursuant to the South Carolina Public Records Law, I hereby request the following records:

For all email accounts under the management of this city, please provide me the following information for all emails sent and received during January, 2019:

1. From address
2. To address
3. bcc addresses
4. cc addresses
5. Time
6. Date

E-mail metadata is trivially exportable from the IT infrastructure of any modern e-mail archiving or data retention system - such as Microsoft Outlook 365, Google, Datacove, etc. - and should be deliverable in a .CSV, .XLS, or other machine readable format.

Please note that I am not requesting the contents of each email. E-mail metadata does not include the contents of the specified e-mails, thus do not need individual review for redaction.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

Please be advised that § 30-4-30(b) of the South Carolina Code authorizes a public body to "establish and collect fees" for providing information pursuant to a Freedom of Information Act request. Prior to providing pertinent documentation, we will notify you of any fees associated with your request.

Once all documentation has been compiled and reviewed, non-exempt documents will be forwarded to you within 30 days, unless otherwise stated.

Effective May 19, 2017, it is a crime to knowingly obtain or use information obtained from a public body for commercial solicitation, S.C. Code § 30-2-50 et. seq.

Good Morning,

Thank you for the Freedom of Information Act request you submitted to the City of Columbia Attorney’s Office on July 22, 2019.

Please be advised that § 30-4-30(b) of the South Carolina Code authorizes a public body to “establish and collect fees” for providing information pursuant to a Freedom of Information Act request.

Accordingly, you will be required to pay a per hour fee for the search time to retrieve/redact all information requested and a per copy fee for copying such records. Our office has determined it will cost approximately $5.00 to fully respond to your request and is requiring the payment be made before making the records available to you.

If you decide to proceed with your request as written, please send an advance payment of $5.00 by check made payable to “City of Columbia” to the City of Columbia Attorney’s Office, P.O. Box 667 Columbia, SC, 29202. Upon receipt of the advance payment, we will proceed with processing your request.
