Pursuant to the Ohio Open Records Law, I hereby request the following records:

This request has a date range of January 1st 2013 to the date this request is processed.

All policies, rules, and regulations regarding the entering of homes. This is not just a request for policies regarding when officers can enter homes, with a warrant or without, although that too is included, but this is a request for information on the regulations regarding how police can do that, what they can and cannot do.

-All complaints the Department has received in the time frame noted above from citizens who had their homes entered by officers. That is to say, this is a request for complaints regarding domicile entrance by police.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Waltman,
Attached is a copy of our Division Directives involving forced entry and pages from our Arrest, Search and Seizure manual. For the second part of your request concerning complaints filed about the police entering someone's home, that is not going to be possible. Our Internal Affairs Bureau does not use the specific criteria of forced entry etc. to categorize a complaint and I would have to look at every complaint individually to find forced entry as a basis for the complaint. That is considered research and is not required by the public records law. If I can help with anything else, let me know. Also, I will be sending an e-mail to Muckrock regarding their contact person for public records requests. Your request did not reach our office for completing until Nov. 3, 2017 which is the reason for the delay.
