The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In order to comply with your request, our IT Department conducted a search for email related to the subject above between the dates of 3/1/19 and 10/23/19 and it resulted in one match, which is attached as a pdf.

They searched for any email that came from: *@adl.org<mailto:*@adl.org> to *@concordma.gov<mailto:*@concordma.gov> as well as from: *@concordma.gov<mailto:*@concordma.gov> to *@adl.org<mailto:*@adl.org> to catch any email between the two organizations and within those parameters searched for the keywords above in the text or subject matter. They also search for the word Leadership, which would catch any of the first five criteria listing.

IT then searched for “counterterrorism” as one word and had a match. It was an invitation directly to Chief O’Connor to ADL’s 2019 Law Enforcement Seminar on 9/5/2019.

Please be advised that pursuant to 950 CMR 32.00 and G.L. c. 66, section 10A(a), you have the right to appeal this decision to the Supervisor of Public Records within 90 calendar days. Such appeal shall be in writing and shall include a copy of the letter by which the custodian responded. The Supervisor shall accept an appeal only from a person who had made his or her record request in writing. Pursuant to G.L. c. 66, section 10A(c), you also have the right to seek judicial review by commencing a civil action in the superior court.
