Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

The CT State Police department's
+ Use of force policy
+ Any manuals, policies, or directives regarding crowd control
+ All current policies regarding how officers are expected to handle protests

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Mr. Hassanali:

A response to your FOIA request was sent to you by letter on April 18, 2017. Enclosed with that response was the requested CSP Use of Force Policy. As advised in that letter, CSP policies regarding protests and crowd control are part of Chapter 20 of our policy manual, which is statutorily unreleasable pursuant to C.G.S. 1-210(b)(19).

I would also ask that if your follow-up emails (attached below) are of an automatic or algorithmic nature, please disable further automatic follow-ups on this file. The large amount of inquiries sent delays processing of other FOIA files due to limited employee resources. If you have any further concerns I would be happy to them directly by email or telephone; please feel free to contact me using the information below.
