To Decorah’s City Clerk:
Pursuant to the Iowa Open Records Law (Code Chapter 22), I hereby request the following records:
Electronic copies of records and attachments sent to/from Gary Rustad, Dan Bellrichard, Andy Carlson, Charles Lore between representatives of Alliant Energy. The timeframe of this request is between December 1, 2016 and the processing date of this request.
I would like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of how the city council is working with Alliant Energy, since it has been reported that the city is looking to create a municipal electric utility. This information is not being sought for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request.

Dear Mr. Kasper:
Per your open records request I have contacted the Council members for any records they may have. To date Gary Rustad and Andy Carlson have advised they have had no communication with Alliant Energy. Neither Charles Lore nor Dan Bellrichard has not responded to my request for information. Mr. Bellrichard was not at the regularly scheduled council meeting Monday evening. It is possible he is on vacation. If have not heard from either of them by 5:00 p.m. Monday I will follow up.

My apologies – thought I had advised Dan Bellrichard has not had any communication with Alliant. I have still not heard from Charles Lore. I will follow up with him at tonights Council meeting. I will advise accordingly tomorrow.
