Information related to the sale or sharing of data maintained by the DMV with private entities. These records may include but not be limited to the following categories: policies or guidelines for selling/sharing data, lists of entities that have purchased data, pricing details, invoices, contracts, data dictionaries/schemas, etc.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

Dear Mr. Rudenberg,
This responds to your request dated January 22, 2020 to the Delaware Department of Transportation ("DelDOT") under the Delaware Freedom of Information Act, 29 Del. C. §§10001-10007 ("FOIA").
The scope of your most recent request is very similar to a request you submitted in July 2019 (attached) and therefore, the cost estimate is the same. The Department of Motor Vehicles cannot, at this time, determine the full scope of the files that will need to be searched; however, it is estimated that it will take 1 employee between 75-112.50 hours at paygrade 8, with a hourly rate of $23.40, for a cost that could range from $1,755 to $2,632.50 to research your request. This amount does not include any copying fees. The biggest challenge for this request is locating old contract files, retrieving past invoices and payments via the old systems that were previously in place which could potentially add to estimated hours. Moreover, additional employees may be needed to search these files once the full extent of the search is discovered. You will receive an updated estimate at that time.
If you still wish to proceed with this request, please use DelDOT's online FOIA portal for submitting credit card payments at https://www.deldot.gov/foia/payment or remit a check payable to the "Delaware Department of Transportation" in the amount of $1,755.00 and indicate on the check this is for FOIA#20-0030. Checks may be mailed to: Legal Office, DelDOT, P.O. Box 778, Dover, DE 19903. The Department will then provide you with any responsive documents one research and legal review has been completed. These documents are expected to be voluminous and, pursuant to 29 Del. C. §10003(h)(1), DelDOT will require additional time for said research and legal review. The amount of time required cannot be determined at this time. Please be aware that the cost of this research is not final and could rise after the full extent of the search is complete.
PLEASE NOTE: If the Department does not receive your payment within 10 days of the date of this email, your request will be deemed withdrawn.

Thanks for the estimate. Would it be possible to drastically lower the amount of work done by limiting the request to just contracts/invoices/agreements from the past and current fiscal years plus all current policies/guidance/memos that apply to sales/sharing of data?

Based on the modifications you provided, it is now estimated it will take one employee 17 hours at paygrade 8 with an hourly rate of $23.40 for a total cost of $397.80. Additionally, there will be a $4.00 administrative fee as the files will need to be provided on a flash drive due to the size of the files being too large to send via email.
