Pursuant to the Michigan Freedom of Information Act, I hereby request the following records:

1. A document showing how many Detroit Water and Sewerage Department (DWSD) customers are signed up for autopay.
2. A document showing the number and/or percentage of DWSD autopay customers that have an overdue balance of more than $100
3. A document showing the number and/or percentage of non-autopay DWSD customers that have an overdue balance of more than $100.
4. A document showing the number and/or percentage of DWSD autopay customers who had their water shut off this year (2024) or fiscal year 2024, so far.
5. A document showing the number and/or percentage of non-autopay DWSD customers who've had their water shut off this year (2024) or fiscal year 2024, so far.

For background, I sent a similar request to DWSD Public Affairs Director Bryan Peckinpaugh on Nov. 4, 2024. This was his response:

"Thank you for giving us the opportunity to respond. Given that some of your questions are data-related, I wanted to make sure you know which items need to be requested through FOIA. All the other responses we will have to you by Thursday.

4. How many customers does DWSD have? 230,000 customers, most of which are residential (approx. 30,000 business and nonprofit customers).

4A. How many DWSD customers are signed up for autopay? Please request this via FOIA. This information is not readily available without performing a data pull of our billing and other systems.

4B. What percentage of DWSD autopay customers have an overdue balance of more than $100? Please request this via FOIA. This information is not readily available without performing a data pull of our billing and other systems.

4C. What percentage of non-autopay DWSD customers have an overdue balance of more than $100? Please request this via FOIA. This information is not readily available without performing a data pull of our billing and other systems.

4D. What percentage of autopay customers had their water shut off this year? Please request this via FOIA. This information is not readily available without performing a data pull of our billing and other systems.

4E. What percentage of non-autopay customers had their water shut off this year? Please request this via FOIA. This information is not readily available without performing a data pull of our billing and other systems."

This information is for the general public and will not be used commercially.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
