Pursuant to the Idaho Public Records Act, I hereby request the following records:
It has been reported that the Donnelly Public Library District intended to limit access to its facility to individuals 18 and older beginning July 1, 2024: https://bookriot.com/donnelly-public-library-adults-only/
Therefore, I request the following:
1) Documents related to HB 710 Compliance, including: Internal communications (emails, memos, meeting minutes, and other documents discussing the implementation of HB 710 within Donnelly Public Library District) This includes discussions about the "adults only" room, the book review process, and changes to library cards, and revised or recently created policies and procedures related to HB 710 compliance, including the collection development policy, patron policies, and staff training materials, and any legal opinions or advice received from legal counsel regarding the interpretation and implementation of HB 710
2) Documents related to Book Challenges and Removals, including: Book challenge forms submitted by patrons or community members challenging library materials, documents related to the review of challenged materials including meeting minutes and staff reports, a list of challenged and removed books from library collections since passage of HB 710
3) Documents related to Library Card Changes, including: Board meeting minutes and resolutions related to changes to library cards for minors, staff training materials about the new library card policy
This request is limited to records generated on or after January 1, 2024.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

There was never a discussion regarding an "adults only" room. We are a single room library. We do not have the ability to lock off a section and make it inaccessible.
The book review process was changed only slightly. We added in the ability to have programs reconsidered at the Library. The reconsideration form also added in the need for the individual to be a member of the Donnelly Public Library District.

There are no changes to policy including the collection development policy, patron policies, and staff training materials.Any legal opinions or advice received from legal counsel regarding the interpretation and implementation of HB 710, we do not have the financial means to hire legal council. Had we hired legal counsel it would be privileged and not subject to public records request.

Donnelly Public Library has not received any book challenges prior to HB710 or post the passage of HB710.
