Any and all communications concerning the El Paso Public Library's Enhanced Library Card program between employees of the City of El Paso and federal agencies, including but not limited to Immigration and Customs Enforcement (ICE) and Border Patrol. This request should not be understood to be seeking personally identifiable information of ID holders. The date range for this request is from Oct. 1, 2024, to the present.

Please include any relevant emails, memos, reports, or other forms of communication that pertain to this matter.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Jacqueline Leyva,

Thank you for seeking clarification of this request. The goal of this request is to ascertain if and how authorities have accessed information from the City of El Paso's database of Enhanced Library Card holders in recent months.

To that end, it's not necessary to search all city employees emails. Rather to fulfill the request conducting a search only of the employees emails who have access to the database and their superiors should suffice, which would likely include a small number of library employees and perhaps a small number of city IT employees, as well as city leadership to include the city attorney Karla Nieman, library director Norma Martinez, and mayor Renard U. Johnson who may have been alerted to or approved/denied such access. I'm unable to name all employees who may access to the database of Enhanced Library Card holders as I do not have an exhaustive city employee directory but I hope this clarification helps identify where responsive records may be.

I am in receipt of your email from 2/11/2025.  I reached out to the Library and IT department to find out who were those employees that work with the database of the Enhanced Library card. They both have gotten back to me and as per Library, there was only one person, Conrad Orozco and as per the IT Director, she stated no one in her IT Department has access to that database.
Please advise if you still would like to include all Library and IT employees.  Additionally, IT will be searching those that you named specifically to include, the city attorney Karla Nieman, library director Norma Martinez, and mayor Renard U.
