The following materials regarding the compilation and composition of the state’s master jury list:

All current policies and procedures regarding how the current master jury list was compiled and how often master jury lists are reviewed and updated. Please name all source lists (driver’s license records, voter registration lists, etc) that were utilized in creating the current master jury list.

All reports, databases, spreadsheets, or equivalent materials regarding the composition of the current master jury list. Please include the total number of individuals on the current master jury list and all relevant demographic data, including but not limited to the race, age and gender of individuals that comprise the current master jury list.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am writing in response to the records request you submitted below to the Fourth Judicial District (Jefferson County). The Colorado Judicial Department is not subject to the Freedom of Information Act (FOIA) that you referenced. Instead, access to the Department’s administrative records is governed by Colorado Supreme Court Rules, Chapter 38, Rule 2 (P.A.I.R.R. 2). You can view the rule and the P.A.I.R.R. 2 policy here<https://www.coloradojudicial.gov/access-guide-public-records-0>. Before, I respond to your records request, I would like to clarify the scope of your request. You are requesting, “All reports, databases, spreadsheets, or equivalent materials regarding the composition of the current master jury list.” Are you requesting the current master list for the 4th Judicial District or the entire state of Colorado?

When considering the scope of your request, please consider that pursuant to P.A.I.R.R. 2 and Chief Justice Directive 06-01, which you can view here<https://www.coloradojudicial.gov/sites/default/files/2023-08/CJD%2006-01%20Signed%20%20effective%20July%201%2C%202022%20WEB.pdfyou>, you will be charged $30.00 per hour after the first hour for any time it takes the Department to research, review, and/or redact records in response to your request. The estimate for time spent researching, reviewing, and redacting records is 416.3 hours (excluding the free hour) at the rate of $30.00 per hour, which is $12,489.00. Please note that this is only an estimate, and the actual cost may be higher or lower depending on the actual time it takes to research, review, and redact records responsive to the request. Additionally, there will be a separate charge of $0.25 per page for any record that is actually produced in response to the request, which we are not able to quantify at this time. Please name all source lists (driver’s license records, voter registration lists, etc) that were utilized in creating the current master jury list; and (2) All reports, databases, spreadsheets, or equivalent materials regarding the composition of the current master jury list. Please include the total number of individuals on the current master jury list and all relevant demographic data, including but not limited to the race, age and gender of individuals that comprise the current master jury list. This request was subsequently modified on January 8, 2025 to clarify the second prong of your request to only include the composition of the 4th Judicial District’s master jury list.
