Pursuant to the California Public Records Act, I hereby request the following records:
Copies of all reports, lists, databases, or individual documents created since Jan. 1, 2016 that detail lawsuits brought against the city's police department and the outcome of lawsuits brought against the city's police department which includes the financial settlement. This should include any documentation mechanism your department uses to track lawsuits. It should also include any documents that your department submits to local, state, or federal agencies listing the number and/or status of lawsuits brought against the police department.
This request should be construed to include documents compiled quarterly, annually, or in other increments as well as documents or databases that contain responsive information over a longer time span.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Good morning/afternoon:
The City of Elk Grove (the "City") has received your Public Records Act request dated October 18, 2018 ("Request").
In response to that Request, and pursuant to Government Code section 6253(c), this letter serves to advise you that it appears the Request, in whole or in part, seeks copies of disclosable public records that may be in the possession of the City, as provided by the Public Records Act, Government Code sections 6250 et seq. (the "PRA"). However, the Request may also seek copies of records that are exempt from disclosure under the provisions of the PRA, including, but not limited to, the exemptions set forth at Government Code sections 6254 and 6255.
The City will begin identifying the specific records, if any, which are responsive to the Request, and will make diligent efforts to ensure that all disclosable records will be made available to you as soon as possible. We anticipate that disclosable records can be available within thirty days; however, if additional time is necessary, we will so notify you.
The City attempts to provide records in electronic format whenever possible to avoid the cost of duplication and mailing; however, should you choose to receive physical copies of any disclosable records, the City will require payment of all costs of duplication, as authorized by Government Code section 6253(b), prior to the release of any copied records. The City will notify you of the total cost of such records as soon as such costs are ascertained.

The City of Elk Grove has identified records responsive to your request dated October 17, 2018. The City will act promptly to make the records available to you unless it is determined that an exemption within the California Public Records Act justifies nondisclosure of the information.
I estimate the City will be able to provide records responsive to you by 4:00 pm on November 21, 2018; if additional time is needed, you will be notified.

The City of Elk Grove has identified records responsive to your request of October 18, 2018. These records may be accessed via Dropbox at: https://www.dropbox.com/sh/7i1omqei36t4fp0/AAC0zpjmzm6Mz8YsZPnIsRiDa?dl=0, except for those records that are exempt from disclosure under Government Code 6254 and 6255 pursuant to the attorney-client privilege, attorney work product and deliberative process exemptions.
Please note that nothing in the Public Records Act requires the City to create a log of documents exempt from disclosure (Haynie v. Superior Court (2001) 26 Cal. 4th 1061, 1073, 31 P.3d 760). The determination regarding the exemption of records was made by the City Attorney pursuant to Government Code section 6253(d).
