Pursuant to Pennsylvania Right to Know Act, I hereby request the following records:

Attention Borough of Etna Freedom of Information Officer:

- Please provide the Borough of Etna official policy for photographing, video taping or documenting of harassment, of vandalism and / or of any law enforcement incidents.

- On August 11, 2016 at about 8:23 PM, Mary Ellen Ramage rolled down her passenger side car window and hollered out, “You can’t photograph people without their permission.” Then she rolled up the car window and the car drove away.

That is all that was said. I did not say anything before, during or as the car pulled away from in front of my home. I was standing in my yard, well within my property.

- There have been other incidents where I have been similarly intimidated by other Borough of Etna officials. So I am requesting the official Borough of Etna policy, law, code and ordinance for photographing, video taping or documenting harassment, vandalism or any incident or documentable occurrence.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Having gone back to my documentation, I have to correct the quote in my Freedom of Information request.

Mary Ellen Ramage, the Borough of Etna Secretary and Manager, also holding the title of Freedom of Information Officer hollered that, "It is illegal to take someone's photograph without their permission."

So it is the legality of photographing, video taping and / or recording, to document an incident, a situation or an event, is the reason for my query.

Therefore I am requesting the Borough of Etna official policy, law, code and ordinance for photographing, video taping and / or recording, any incident, situation or event.

Thank you for allowing me to clarify that.
