- Please provide a copy of CITATION NO. P9505780-4 and CITATION NO. P9505781-5, with driver’s license number and birth date, as well as other information redacted, as required by the Pennsylvania Right To Know Law.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Attention Borough of Etna Freedom of Information Officer:
I have noted a reticence by the Borough of Etna in responding to this Freedom of Information request for copies of CITATION NO. P9505780-4 and CITATION NO. P9505781-5.
This is a Freedom of Information request for the Borough of Etna to post a response on MUCKROCK, a copy of CITATION NO. P9505780-4 and CITATION NO. P9505781-5, so that there is some sort of accountability and SUNSHINE on the Borough of Etna fining practices.
I have the copies of CITATION NO. P9505780-4 and CITATION NO. P9505781-5. They are for a demand of a fine of $1,000, apiece, which are out of bounds of the Borough of Etna's AUTHORITY
to issue such onerous, punitive, extrajudicial, 'REVENUE RAISING', 'shake-down' citations.
The Borough of Etna is also withholding and has declined to release the Borough of Etna Crimes Code Title 18 Section 1298 and 1289, upon which these citations are purportedly based.
I am thinking that most likely, this reticence is an indication that these fines go beyond the Borough of Etna’s AUTHORITY.
I am presuming, that it is more likely than not, the fines are 10-times the allowable, by their own law and their AUTHORITY.
The Borough of Etna is also withholding and has declined to release and respond to:
- a copy of the Borough of Etna incident report number 13-1667 upon which CITATION NO. P9505780-4 and CITATION NO. P9505781-5, is based.
- a copy of the Borough of Etna Codes and Ordinances, Laws and Rules and Enforcement Procedures, including associated fines as allowable by law, (for this FOIA request I am requested to pay – an extortion fee – of $401.50). These laws should all be required to be published online, and readily available, as public knowledge. The Borough of Etna should NOT be (repeatedly) collecting $401.50 from everybody and anybody, who wants to read these laws.
Please expedite your response to this Feedom of Information request for a copy of CITATION NO. P9505780-4 and CITATION NO. P9505781-5 and post it on MUCKROCK.
Please expedite your responses to my other Freedom of Information requests as well.

Mary Ellen Ramage is playing games. I will have my original copies scanned and posted, which were certainly not written for $0.00 dollars.
Both CITATIONS were written for an eye-brow raising, eye-popping amount of $1,000.00 each. They are excessive, revenue raising fines, issued as retaliation and as extrajudicial retribution by the Borough of Etna. They are illegal, onerous, financially burdensome, Ferguson-Missouri-style fines.
I only recently caught on. I have been wondering why I could never get copies of the Borough of Etna Codes and Ordinances, Laws and Rules and Enforcement Procedures, including associated fines as allowable by law; as in my recent FOIA request https://www.muckrock.com/foi/etna-27363/borough-of-etna-codes-and-ordinances-laws-and-rules-and-enforcement-procedures-including-associated-fines-as-allowable-by-law-30286/ . I have been requesting a copy of the Borough Codes and Ordinances for decades now.
This is the scenario: my property gets vandalized, my perennials, trees are burned (microwaved, RF-ed) and destroyed, then I get a CITATION for $1,000, because my property looks a mess. Sweet. What a way to make money! What a way to raise revenue!
