To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

1. The traffic stop data that was submitted to the Illinois Department of Transportation for the Illinois Traffic Stop Study for the years 2017, 2018, and 2019. See https://idot.illinois.gov/transportation-system/local-transportation-partners/law-enforcement/illinois-traffic-stop-study. This data may have been submitted through forms that look like this, https://idot.illinois.gov/Assets/uploads/files/Transportation-System/Pamphlets-&-Brochures/Safety/2012TrafficStopDataSheet.pdf,
or it may have been directly entered into the database. Therefor, I am looking for pdf's of all the traffic stop data sheets or their Excel/spreadsheet equivalent from the database

2. The pedestrian stop data that was submitted to the Illinois Department of Transportation for the years 2017, 2018, and 2019. This data may have been submitted through forms like the one attached (see attachment) or the data may have been directly into a database called EMS. See attached letter from Clerk Reid regarding a request for review from the AG - 2018 PAC 54119. Therefor, I am looking for pdf's of all the pedestrian stop data sheets or their Excel/spreadsheet equivalent from the database.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

The extrordinanary volume of documents regarding the traffic stop data is estimated to be over 5000 pages and estimated 10-20 staff hours and multiple staff members to fill the request and redact personal information is too burdensome on City resources to produce the request as drafted. Please find the City's traffic data attached.  This information is released by EPD for their end of year report.  The specific reports you are asking for list peoples names and home addresses which would need to be hand redacted and would take extensive time by staff.  Please let me know if this document fulfills your request.  If not, we can discuss narrowing your request further.

Hi Alexandra,

Unfortunately, the document that you provided will not be acceptable. However, I contacted the Illinois DOT to see if they could easily provide the information and they have agreed to send me the data. I will consider this request closed once I receive the data from IDOT, which will hopefully be sometime today or in the next day or two.

I am curious to know how the Evanston PD reports its data to IDOT for the traffic stop study. On the IDOT website, it says:

"Agencies have two options for entering data into the IDOT data collection system. The agency can use the IDOT web site to enter data on individual stops. The agency will have the option to compile the data using their own data application. The data can be exported from this application into a text file that can then be uploaded to IDOT's website. Agencies using their own applications are encouraged to upload their data to IDOT at least once a month."

Can you clarify for me how EPD sends this data to IDOT?
