Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
All public records relating to any and all claims of misconduct against former percussion instructor William ("Will") Riddell. Such public records should include, but not be limited to, all complaints, allegations, claims, investigatory reports, analyses, summaries, memoranda, and/or notes, interview recordings, transcripts, and/or notes, reviews, emails, text or other electronic messages, voicemails, and/or other communications and/or correspondence, determinations, decisions, orders, resignation letters, employment reclassification documents, offers in compromise and/or settlement agreements, termination and/or transfer papers, letters of reproval and/or other disciplinary actions, whether imposed or not, referrals to law enforcement, administrative, and/or licensing agencies, departments, and/or bodies, appeals, court filings and/or rulings, and all similar materials notwithstanding the use of other terminology, nomenclature, or categorization by this or other involved public agencies.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Please be advised that additional information is needed before FCPS can process your request. Va. Code § 2.2-3704(B). FCPS is unable to conduct a central email search and/or text message search without the names and/or email addresses of the specific employees whose records you seek. Should you wish to receive email and text message records, please let us know the names and/or email addresses of the employees whose records you seek. Alternatively, if you wish to limit your request for records to the FCPS HR Department, our office should be able to identify a list of potential record custodians. Lastly, please provide the date range for which you seek these records.

Hello, thanks for the update. It appears there may be some confusion here, as to the scope of my request. The timeframe should be January 1, 2017 through the day this request is processed. If your HR dept can provide a list of potential staffers who would have, by nature of their jobs, been in possession of email and/or text messages regarding former employee Will Riddell, please let me know. That would be helpful. Either way, the scope of this request should be narrowly construed as to only the single former employee (Riddell) named in it.

The assumption that “HR” can provide a list of staffers is not accurate. HR is not aware of every staff member that would have communications related to this individual. If you are intending to limit this search to our Human Resources Department, please let us know.

In other districts where this instructor has worked that has been the most efficient way to process similar requests.
Separate from any email correspondence, when should I expect to receive other records responsive to this request?

In order for us to identify the employees of the schools you seek records of, we will have to ask HR to pull a report for the date range requested before the search can take place. This will require 2 hours of staff time to pull the report. Once that report is pulled, then the record search will take place.
At a minimum your request will cost $70.00 (2 hours at the rate of $35/hr.) Alternatively you may provide the FCPS staff names you would like to include in this search.
