Dear Commissioner Swearingen:

Recently I was asked by the FBI if I had any information about a particular entity. Last week I realized that the FDLE has documents that would be of interest to the FBI in their inquiry and help answer some of their questions about this particular entity.

Ironically, it’s about a criminal complaint that I filed with the FDLE in 2011 against the Maryland Attorney General, Douglas Gansler, and his alleged cronies Mark C. Sapperstein and Edward Ko in their alleged fraudulent scheme to seize control of my intellectual property the website www.marylandcorruption.com .

My criminal complaint filed with the FDLE against MD. AG. Gansler, Sapperstein, Ko and others was signed by me personally, unlike the purported (unsigned) criminal complaint that Mark C. Sapperstein filed against me with Md. AG. Douglas Gansler.

Once I receive these documents from the FDLE and they are posted on the public forum at Muckrock, I will notify the FBI as to where this particular information can be found and I will provide additional information.

I’m certain that the FBI will find these documents interesting because it was during this time frame 2011, that the FBI in Jacksonville and Tallahassee were running an advertisement in a Tallahassee newspaper seeking tips on Florida State government corruption in Tallahassee . http://www.ccfj.net/CCFJFBIAD.htm

Pursuant to Florida's Sunshine Law (Fla. Stat. secs. 119.01 to 119.15 (1995)), I hereby request the following records:

1. A complete copy of the criminal complaint Donald Stone filed against the Maryland
Attorney General, Douglas Gansler, Mark C. Sapperstein, Edward Ko, Karen S.
Straughn and Phillip Ziperman .

2. Any and all data, internal FDLE documents, correspondence, telephone records,
memos,emails etc. that pertain to my criminal complaint.

a. Specifically any data and/or communications between FDLE Commissioner Bailey,
Assistant Commissioner Jim Madden, and FDLE legal counsel, Michael Ramage and/or
David Sessions.

b. Any and all data, FDLE documents, telephone records, memos, emails etc. between the
FDLE and any other FL. State agency, such as the Florida Attorney General, Pamela
Bondi, who is alleged to be a personal friend and/or acquaintance of MD. AG.
Douglas Gansler.

c. Any and all data, FDLE documents, telephone records, memos, emails etc. between
any other agency that the FDLE contacted outside the State of Florida, in
particular any agency such as the Maryland attorney Generals Office or Maryland
State Police.

3. A single copy of the Civil Complaint that Donald Stone filed against the FDLE in
the Circuit Court for Martin County. Stone was seeking a court order to command the
FDLE to conduct a criminal investigation into allegations about alleged criminal
activities taking place in Florida, which the FDLE refused to do. The case was
transferred by local 19th Judicial District Circuit Court, judge Ben Bryan in Stuart
to the 2nd Judicial District Circuit Court in Tallahassee, a distance of approx. 390
miles, making it geographically impossible for Stone to pursue litigation against
the FDLE.

a. Any and all data, internal FDLE documents, correspondence, telephone records,
memos, emails etc. that pertain to this Civil Complaint.

b. Specifically, any and all of my correspondence to FDLE attorney David Sessions in
Tallahassee at FDLE headquarters.

c. Specifically, the FDLE internal memo between the top two FDLE attorneys David
Sessions and an individual known only as Michael (Stone believes that this was
Michael Ramage, but when Stone questioned Sessions about who Michael was, Sessions
refused to answer). In this memo Sessions made a derogatory/snide remark referring
to Stone’s allegations “as rantings”.

d. Specifically any and all data, internal FDLE documents, correspondence, telephone
records, memos, emails etc. that pertain to this Civil Complaint and the two FDLE
SAC’s Tim Elder in Ft. Pierce, FL. and Michael Washam, in West Palm Beach, FL.

e. Any and all data, internal FDLE documents, correspondence, telephone records, memos,
emails etc. between any other FL. State agency, such as the Florida Attorney
General’s ofc.

f. Any and all data, internal FDLE documents, correspondence, telephone records,
memos, emails etc. between the FDLE and any other agency such as the FBI, Maryland
Attorney Generals ofc . and/or Maryland State Police.

4. The annual operating budget for 2015 for the FDLE division known as Executive
Investigations tasked with investigating political corruption in the State of
Florida.

5. The annual operating budget for 2015 for any FDLE division specifically tasked to
combat human and/or drug trafficking in the State of Florida.

6. The annual operating budget for 2015 for any FDLE division specifically tasked to
combat organized crime and/or transnational organized crime in the State of Florida.

7. A copy of any federal/state subpoena that Donald Stone had served on Ft. Pierce,
FL. FDLE SAC Tim Elder.

8. A copy of the Motion to Quash Stone’s subpoena served on Tim Elder (I think it
came out of the FL. Attorney General’s Office in Ft. Lauderdale).

9. Specifically an FDLE document described as a MEMORANDUM dated June 1, 1999:

Generals office in Ft. Lauderdale for Presidential candidate, Bill Clinton.

11. Any FDLE investigation into a Gilbert Sapperstein, 1149 Hillsboro Mile, Pompano
Beach, FL.

12. Any FDLE investigation into a Mark C. Sapperstein, 48 Sunset Key Drive, Key West,
FL. 33040.

I agree to pay reasonable cost for these searches and copying expenses.
