Pursuant to the Massachusetts Public Records Law, I hereby request the following records:
I would like the log entries from December 31, 1972 to January 30, 1973 and any information pertaining to sexual assaults reported during that time period with names specifically of any 18 year old males accompanied by 3-4 juvenile males that raped a 15 year old girl during New Year's Eve party.
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

In response to your record request in the above email; please consider this
to be a formal response. Franklin Police Department is not able to fulfill
your request. Log entries cannot contain offender information, including
but not limited to name and address in domestic, sexual assault/offense, or
rape investigations. The release of offender information may identify the
victim.
Juvenile case records are prohibited for public release under MA Public
Record Law, Exemption (a) *Chapter 119 60A*.
Any information or records regarding sexual assault reports or any rape
report information is prohibited and not open to public record. MA Public
Record Law Exemption (a); *Chapter 265 24C. Chapter 41 97D also states
that rape reports shall not be open to the public.*

Hello, this request was not for the names of any victims of sexual assault. I would like to revise and request the names of any adult males, age 18+, that were arrested/charged with any type of sexual assault complaint, again, no names of victims, in the time period of December 31, 1972 to February 2, 1973.

Good Morning,
There is no way for me to search records from the 70's in that way, the log
is the only permanent record and would not contain sexual assault
information you are looking for because it could possibly identify a victim.
If you can provide a person's name or a better timeline I may be able to
find something.

Thank you Kristin, especially for your prompt responses. It is appreciated. In 1993 a Franklin Police officer was unable to renew his gun license due to being present as a juvenile when a 15 year old girl was sexually assaulted. The case Commonwealth vs Wheeler. I am seeking anything pertaining to the 18 year old that was also charged at that time in the incident. Mainly the docket number if available for that case. The incident was December 31, 1972. I believe it would be important even for the Franklin detectives to look into this matter for any possible correlation to the murder of Theresa Corley.

Good Morning,
I had given you the log entries on a prior request. Sexual assault
information; including arrests containing victim information from alleged
sexual assault is not public record. The logs for sexual assault are
included in the prohibition of release in order to protect victim
identification so that detail would not have been entered into the log of
service. Exemption (a) of MA Public Record Law prohibits the release of
such information. Chapter 265, 24C, Chapter 41, 97D. If you can provide
me with a person 's name I can look up whether they have been arrested or
not in the time frame you are seeking. We would not hold any record of
firearm license denial. The MA Firearms Record Bureau may contain that
information. I am unsure of the retention schedule for such records.
Firearm information is also prohibited from release from our department;
Exemption (a) Chapter 66,10. names and addresses of those who applied for
LTC and FiD licenses prohibited.
