Mr. Bannon—

This is in response to your request for documents under the Georgia Open Records Act, that arrived after hours on Thursday, May 9. For the purposes of the statutory three-day response, we deem your request to be received Friday, May 10, 2024. This reply is in accordance with the three-day period of response pursuant to O.C.G.A. § 50-18-71(b)(2).

You have requested “Communications and any documents related to a strategic plan for Georgia Public Broadcasting commissioned by GPB, also known at the Georgia Public Telecommunications Commission, between July 1, 2023 and July 1, 2024.”

As a preliminary matter, the University of Georgia is not required to interpret terms such as “related to” a particular topic or person. This phrase requires the university to make judgments and interpret your request, which is outside the scope of the Georgia Open Records Act. If there are specific documents for which you wish us to search, please let us know what these would be.

With respect to your request for “any documents related to a strategic plan for Georgia Public Broadcasting commissioned by GPB,” there are no responsive documents.

Regarding the “communications” portion of your request, we need additional clarification as to what you mean by “communication.” Do you want emails? If so, which University of Georgia personnel do you want us to search? If you wish for us to search University of Georgia email accounts, we will need specific names/titles to search. (See O.C.G.A. § 50-18-71(g): “[r]equests to inspect or copy electronic messages, whether in the form of e-mail, text message, or other format, should contain information about the messages that is reasonably calculated to allow the recipient of the request to locate the messages sought, including, if known, the name, title, or office of the specific person or persons whose electronic messages are sought and, to the extent possible, the specific data bases to be searched for such messages.”) In other words, whose uga.edu<https://urldefense.com/v3/__http:/uga.edu__;!!CxwJSw!KbSooMGUfcTYbRxsqF3u_s7n9piO5kwFk2vX3tyqTMcNq84CsGULfovDmbCMRYR1n76AMeZKWh-tgcgXd_WwZUUmjfxBams$> email accounts do you want us to search? Once you have provided us with this information, we can better obtain time and cost estimates to search for and retrieve any potentially responsive material.

Let us know how you would like to proceed.
