Pursuant to the Georgia Open Records Act, I hereby request the following records:

Please provide me with the economic impact report/document that explains how an IMPLAN model estimates $7.3 billion in community benefits from the Rivian agreement.

Please provide me with the following:

-- Any documents (reports, letters, memos, etc.) that present and describe the economic impact estimates/analyses.
-- The names and affiliations of author(s) of the documents.
-- Any contracts with outside agents to conduct the analyses.

I am a Georgia resident. The documents I request should be provided to me free of charge.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good Morning, Mr. Bradbury,

Please find attached the records that are responsive to your request. We do not have a specific document that addresses the names and affiliations of the authors; however, I can provide that information in this email.

The Economic Impact reports run in-house (Economic Impact- Rivian $21M; Economic Impact – Rivian $111M), are created by a fiscal impact analysis of the discretionary grants alone. The method used was created by the Georgia Tech Center for Economic Development Research; however the individual analyses are prepared by our in-house research team.

The IMPLAN Analysis was created by Georgia Power Community and Economic Development research team, and was created at the request of the community. I would like to note that the model produces the results of these 7500 jobs and investment as that dollar multiplies to other industries and local impact. Communities like to use this to show how this industry could produce additional impact and what industries those are.

IMPLAN is not a fiscal impact model that factors in negative infrastructure burden so this analysis is not used for incentives evaluation by communities. Usually, LOCI or some other fiscal impact model is used which creates very different results.

Because this request took less than 15 minutes to fulfill, there will be no charge.
