Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

all agency emails (including any attachments) that contain a Flock Safety email address <*@flocksafety.com> sent or received, including CC & BCC fields, between 12/1/2023 and the date this request is processed (inclusive of those dates).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

The Village of Glenview Police Department (the “Department”) received your FOIA (via US mail) Request on Wednesday, October 16, 2024. Pursuant to Section 3(e)(v) of the Freedom of Information Act (the “Act”), the Department is extending the time period for the response to your FOIA Request for an additional five business days from the original due date, as the requested records require examination and evaluation by personnel having the necessary competence and discretion to determine if they are exempt from disclosure under Section 7 of the Act or should be revealed only with appropriate deletions.

Hello,

In reviewing your FOIA request for FLOCK emails; The Village has conducted a reasonably diligent search of its physical and electronic records and consulted with Village records custodians. The Village maintains that your overbroad FOIA request is properly classified as unduly burdensome. 5 ILCS 140/3(g). Specifically, the Village’s reasonably diligent search for records responsive to your request has identified over 8500 emails of responsive records. Because it’s takes Village personnel, on average, approximately 3 minutes to review a single page of a responsive record, coupled with an additional minute to redact information exempt from disclosure, it would take multiple Village personnel minimally 25,500 (or approximately 425 hours) to identify, compile, review, redact, copy, and produce non-exempt records responsive to your FOIA
request. Because your FOIA request constitutes a manifest burden upon the Village’s FOIA operations, your request has been properly classified as burdensome.

Before denying your request as unduly burdensome, the Village extends you the opportunity to confer with the Village in writing to reduce your burdensome request to more manageable proportions. 5 ILCS 140/3(g). You may confer with the Village in writing to reduce your
request by sending an e-mail to mhengels@glenview.il.us<mailto:mhengels@glenview.il.us>. If your request remains burdensome after conferring with Village in writing to reduce your request to more manageable proportions or you fail to confer with the Village altogether in order to reduce
your request to more manageable proportions by Wednesday, October 30, 2024, then the Village will deny your request as unduly burdensome.
