This request is made under the Texas Public Information Act, Chapter 552, Texas Government Code, which guarantees the public’s access to information in the custody of governmental agencies., I hereby request the following records:
The 2017-2021 general manuals on the operating procedures/guidelines, policies, charts, info-graphs and bulletins within the Harris County Constable’s Office Precinct 4 and the respective unit/divisions under the agency's command, Missing Persons Unit and Patrol Division that references :
- Interference with Child Custody, TX Pen. Code 25.03
- Kidnapping, TX Pen. Code 20.03
- Criminal Case Flow
- Felony Reports
- Felony Complaints
- Felony within View
- Processing Felony Complaints
- Missing Child
- Missing Person
The laws are decades old, so I'm requesting a copy for my upcoming meeting with legislatures to help support law enforcement.
I want to kindly emphasize that my request does not interfere with detection, investigation or prosecution of a crime.
This formal request is not seeking information on active case per Government Code 552.101 and 552.108, merely requesting the policies and procedural documents.
The requested records will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage. Disclosure of this information is in the public interest because providing a copy of the information primarily benefits the general public. I therefore request a waiver of all fees and charges pursuant to Section 552.267 of the act.
This request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment.
