Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:
I am seeking all communications, both internal and external, regarding the operation of the Pennsylvania Treasurer Twitter account (https://twitter.com/PATreasury) where any of the following Pennsylvania-based companies are mentioned:
1. Aramark
2. Comcast
3. Keystone Foods
4. Ricoh
5. Genesis HealthCare
6. Universal Health Services
7. Rite Aid
8. Alcoa
9. UPMC
10. PNC
I seek all responsive records regardless of format, medium, or physical characteristics. In conducting your search, please understand the term “communications” in its broadest sense, to include any written, typed, recorded, graphic, printed, or audio material. I seek records of any kind, including electronic records, audiotapes, videotapes, and photographs, as well as letters, emails, facsimiles, telephone messages, voice mail messages and transcripts, notes, or minutes of any meetings, telephone conversations or discussions. Our request includes any attachments to these records. No category of material should be omitted from search, collection, and production.
Please limit the date range of your search to between January 1, 2018 and the date when the search for responsive records is carried out.
I am reporter with a nonprofit news organization called the Markup. As such I am seeking a waiver of all fees associated with this request.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

On December 3, 2019, the Department informed you via email that your request was under legal review to determine whether the records you requested exist and are records subject to access under the Law. A copy of your request is attached.
You requested “all communications, both internal and external, regarding the operation of the Pennsylvania Treasurer Twitter account (https://twitter.com/PATreasury) where any of the following Pennsylvania-based companies are mentioned: (1) Aramark; (2) Comcast; (3) Keystone Foods; (4) Ricoh; (5) Genesis HealthCare; (6) Universal Health Services; (7) Rite Aid; (8) Alcoa; (9) UPMC; (10) PNC.”
Your request is denied as the requested records do not exist. Be advised that Section 67.705 of the Law states that the Department “shall not be required to create a record which does not currently exist or to compile, maintain, format or organize a record in a manner in which the agency does not currently compile, maintain, format or organize the record.”
Right to Appeal
WHEN A REQUEST IS DENIED, WHETHER IN WHOLE OR IN PART, OR DEEMED DENIED, YOU MAY FILE AN APPEAL WITH THE DEPARTMENT. THIS APPEAL MUST BE IN WRITING AND MUST BE FILED WITH THE DEPARTMENT WITHIN FIFTEEN (15) BUSINESS DAYS OF THE DATE OF THE DEPARTMENT’S DENIAL OR DEEMED DENIAL. THE APPEAL MUST STATE THE GROUNDS UPON WHICH YOU ASSERT THAT THE RECORD IS PUBLIC, AND SHOULD ADDRESS ANY GROUNDS STATED BY THE DEPARTMENT FOR DENYING THE REQUEST OR ANY GROUNDS STATED IN THE DEPARTMENT’S EXTENSION NOTICE THAT CONTAINS AN EXPECTED RESPONSE DATE IN EXCESS OF 30 DAYS FOLLOWING THE FIVE DAYS ALLOWED FOR IN SECTION 67.901 OF THE RTKL.
