Pursuant to the Hawaii Uniform Information Practices Act, I hereby request the following records:
Any records related to any investigations, reports, or actions taken concerning Eligio Bishop (also known as "Natureboy") and/or the group known as Carbon Nation.
I am specifically seeking:
1. Any investigation reports, complaints, or case files involving Eligio Bishop and/or Carbon Nation during their time in Hawaii.
2. Records of law enforcement interactions, including arrests, citations, or interviews involving Eligio Bishop or any known members of Carbon Nation.
3. Communications (emails, memos, etc.) between Hawaii state or county officials regarding Eligio Bishop or Carbon Nation.
4. Records of any charges, hearings, or legal proceedings involving Eligio Bishop in Hawaii.
I understand that some records may contain sensitive or exempt information under state or federal law. If any portions of the records are redacted or withheld, please provide a written explanation for the redactions or exclusions.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I’d like to receive these records in electronic format if possible, as permitted under HRS § 92F-11(d). Can you clarify if the cost is due to physical copies, and if so, can this fee be reduced for digital delivery?

Aloha,
I have uploaded an amended NTR to this platform. You are being waived the maximum amount of $60 for public interest for the Search, Review and Segregation of these records ($162.50-60.00 = $102.50). We are unable to disseminate the 1,787 pages via email. The NTR reflects our charge for the USB $10 and the shipping charge of $10.37 for a total of $124.87. Once payment is sent to Hawaii Police Department Records Section at 349 Kapiolani Street Hilo, HI 96720, we will be able to being processing these records.
