Please narrow your search to emails between August 1, 2023 to the day that you pull these records.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Enclosed please find the documents responsive to your below request. The redactions in the enclosed documents consist of information protected by the Family Educational Rights and Privacy Act.
In addition, HISD has determined that some of the responsive information to your below request may not be released pursuant to the Family Educational Rights and Privacy Act ("FERPA") as the information requested contains students' "personally identifiable information." "Personally identifiable information" includes, but is not limited to, the following information:
1. the student's name;
2. the name of the student's parent or other family member;
3. the address of the student or the student's family;
4. a personal identifier, such as the student's social security number or student number;
5. Other indirect identifiers, such as the student's date of birth, place of birth, and mother's maiden name;
6. Other information that, alone or in combination, is linked or linkable to a specific student that would allow a reasonable person in the school community, who does not have personal knowledge of the relevant circumstances, to identify the student with reasonable certainty; or
7. Information requested by a person who the educational agency or institution reasonably believes knows the identity of the student to whom the education record relates.
34 CFR § 99.3, "Personally identifiable information." (Emphasis added.) Thus, FERPA-protected information may not be released in any form that would allow the student to be identified (unless there is a specific exception to the written consent requirement).
HISD has determined that even after redacting all nominally identifying information from the requested information, the records contain information that may reveal students' identities. In addition, this information may be withheld without the necessity of seeking an Attorney General ruling. See: https://www.texasattorneygeneral.gov/files/og/20060725usdoe.pdf.
