Pursuant to the Idaho Public Records Act, I hereby request the following records:
* Files, including letters, memos and emails, describing or discussing policies, guidance and procedures for providing COVID-19 vaccines to prisoners/inmates and/or staff.
* Files mentioning or describing the number of vaccines given to prisoners/inmates and/or staff.
I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers in outlets such as Gizmodo, MuckRock, Motherboard, Property of the People, Unicorn Riot, and The Outline, among others. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. In addition, I discuss and comment on the files online and make them available through non-profits such as the library Internet Archive and the journalist non-profit MuckRock, disseminating them to a large audience. While my research is not limited to this, a great deal of it, including this, focuses on the activities and attitudes of the government itself.
As my primary purpose is to inform about government activities by reporting on it and making the raw data available, I request that fees be waived.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Idaho Department of Corrections has a website in which to submit public records requests. It's www.idoc.idaho.gov. There you will find an option of "Have a question? ", then "how do I?" and a pick list will appear with the option of how to submit a public records request.
If you could please submit your records request through this format, it will ensure the request is sent to the appropriate staff for response, and within the time frame set up to be in compliance with Idaho Public Records Law.

Hello Emma, We received your Public Record Request and will respond as soon as possible. To be considered a valid request you must include all of the information needed to fill the request:
* Requester’s Full Name
* Valid Email and/or Mailing Address If applicable, the Offender’s Full Name and IDOC Number A request submitted without needed information will be returned. The Record Custodian will review each request and determine if the record(s) requested are open for disclosure. Record requests must be submitted for existing records, not research projects. An estimated invoice will be sent based on the fee standards below. Pre-payment is required.

Copying
• First 100 pages free of charge.
• Copies in excess of 100 pages are $0.10 per page.
File Retrieval
Charge $9.25 for each file retrieved from state storage.
Labor
First two hours of labor are free of charge.
* Charge the hourly rate of pay of the lowest paid employee necessary and qualified to fill the request.
* Calculate hours in terms of actual time to the nearest quarter hour. Estimate labor cost if necessary.
* In the event the custodian authorizes examination of records in other than regular office or working hours, the requestor will be responsible for pre-payment of staff compensation. The two hour labor exemption does not apply. Idaho Code Section 74-102(8).
Postage
Only postage in excess of $5 will be charged. The postage must be paid before the record is released.

I am reaching out to you regarding your public record request made on 1 April 2021. This request for COVID-19 vaccination information is voluminous, just the emails alone will require hours of review. I tried to reach out to you at the phone number provide on 7, 8 , and 9 of April and all three attempts I left messages for you asking you to call me back to help narrow this request. Since I have not heard back from you I am providing you and estimated invoice for the requested information. As soon as we receive payment we will begin to fill the request. Should we not receive payment by 30 April 2021 I will be closing this request with no further action.
Should you decide to narrow the scope of the request it is possible that the invoice will be significantly less.
