Hi Beryl:

The system the State of Idaho uses to protect its computer system has apparently blocked email from you (see below).

I tried to white list the email, but I got an "unexpected error" every time.

Can you please try again using another email account?

I suspect something in your email address is triggering the quarantine.

Hi Jeff,

Unfortunately, each request is sent using an unique email address in order to keep communications attached to the same thread. Perhaps the unusual string of numbers does seem to be a red flag to the computer system. I much prefer using the request's assigned email address, but if the problem persists, we can conduct communication via records@muckrock.com.

Thank you so much! Apologies for the inconvenience!

Hi Beryl:

A program coordinator for the Idaho Department of Correction's Division
of Prisons has provided us with an estimate of what it will cost to fill
your request.

We're talking a lot of documents. About 17,000 pages.

We estimate the total cost to process your request will be about
$7,000.00.

Please let me know how you'd like to proceed.

CIS has 8531 grievances at ISCC dating back from June 30, 2014, and
8886 dating to the present.
Based on these numbers, and assuming 1 minute per grievance to print
and redact, and an average loaded rate for a C/O of $18.53:

Before IDOC takeover
8531 grievances @ 1 per minute = 142 hours
142 hours x $18.53 = $2631.25

All grievances
8886 grievances @ 1 per minute = 148 hours
148 hours x $18.53 = $2715.80

These figures do not include the approximately 17,000 sheets of paper
to print the grievances.

Hello Mr. Ray,

As the indicated fee is understandably prohibitive, I wonder if a log of the grievances submitted is available without the inclusion of every piece of related documentation.

Further, if I were to limit my request to only consist of grievances that had been administratively returned at Step 5 of the Grievance Procedure (as seen on "Table 7-1: Filing Grievances for Issues Involving the Current Housing Facility" of "Grievance and Informal Resolution Procedure for Offenders") would that limit the search in a significant way?

Or would a collection of "Grievance/Appeal" forms with "no response" designations marked on accompanying pink forms be available?

I apologize for the deluge of alternatives. Thank you again for all of your help.

Beryl

Hi Jeff,

So a few days turned into a few months, but I'm still interested in following up on this, obviously. As the earlier estimate for the collection of grievances, as you might recall, was cost prohibitive, I think it best to explore other avenues of inquiry. I'll consult Idaho reporting requirements again and submit fresh requests. Do you mind confirming my understanding that ICC was under CCA management from July 2000 until the end of 2013?

Thanks again for all of your help. I hope you'll excuse the lapse in communication, and I'm looking forward to learning more.

Have a lovely evening,

Hi Beryl:
I have not forgotten about your request and your proposed alternatives.
I have emailed and left a voice message for Jack Fraser, the program coordinator who is familiar with the records about which you are interested.
He has not responded.
I will at least have another update for you by 5 p.m. Mountain Time on Monday.

Hi Beryl:
No reason to apologize. I appreciate you proposing well-informed alternatives.
I will ask Jack Fraser, the program coordinator who is familiar with the records, to provide us with estimates for your alternatives.
I will at least have an update for you by this time tomorrow.
Please call me Jeff.

On Sept. 24, 2014:
Hello Mr. Ray,
As the indicated fee is understandably prohibitive, I wonder if a log of the grievances submitted is available without the inclusion of every piece of related documentation.

Hi Jeff,
Unfortunately, each request is sent using an unique email address in order to keep communications attached to the same thread. Perhaps the unusual string of numbers does seem to be a red flag to the computer system. I much prefer using the request's assigned email address, but if the problem persists, we can conduct communication via records@muckrock.com.
Thank you so much! Apologies for the inconvenience!

Hi Beryl:

The system the State of Idaho uses to protect its computer system has apparently blocked email from you (see below).

I tried to white list the email, but I got an "unexpected error" every time.

Can you please try again using another email account?

I suspect something in your email address is triggering the quarantine.
