Find the request for proposal, scope of work, and all related documents for a contract awarded to the Illinois Child Care Resource and Referral Agency (INCCRRA) for child care subsidy eligibility, referrals and payments.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Illinois Department of Human Services received your request for records pursuant to the Freedom of Information Act (FOIA) on December 5, 2024. Your request seeks the following:
Find the request for proposal, scope of work, and all related documents for a contract awarded to the Illinois Child Care Resource and Referral Agency (INCCRRA) for child care subsidy eligibility, referrals and payments.
Under the Freedom of Information Act, a public body may extend the time to respond to a FOIA request by up to five business days. 5 ILCS 140/3(e). As such, the Department is extending the time to respond to your request by five business days on one or more of the following bases:
* The requested records are stored in whole or in part at other locations than the office having charge of the requested records;
* The request requires the collection of a substantial number of specified records;
* The requested records have not been located in the course of a routine search and additional efforts are being made to locate them;
* The requested records require examination and evaluation by personnel having the necessary competence and discretion to determine if they are exempt from disclosure or should be revealed only with appropriate deletions; and
* The request for records cannot be complied with by the public body within the time limits prescribed by FOIA without unduly burdening or interfering with the operation of the public body.
The Department will respond to your request on or before December 19, 2024. Thank you for your continued patience and interest in the Illinois Department of Human Services.

Find the request for proposal, scope of work, and all related documents for a contract awarded to the Illinois Child Care Resource and Referral Agency (INCCRRA) for child care subsidy eligibility, referrals and payments.
Please note that INCCRRA is not involved in determining eligibility for childcare subsidies, referrals, or payments. Instead, INCCRRA provides training and support to Child Care Resource & Referral (CCR&R) organizations. As a result, the Department does not have records responsive to your request. For more information about the supports and services provided by INCCRRA, please visit What is INCCRRA?<https://www.inccrra.org/about/what-is-inccrra>.
Please also be advised that CCR&R organizations are responsible for administering the Child Care Assistance Program (CCAP) in the State of Illinois, which includes determination of eligibility and service referrals for childcare subsidies. According to the IDHS Division of Early Childhood (IDHS-DEC), the CCR&R program is exempt from the Notice of Funding Opportunity (NOFO) process.
