All Advisories, Suspicious Activity Reports, Tips, Intelligence Briefs, Intel Reports, Leads Information or Data, Maps, Bulletins, BOLOs, and/or Joint Bulletins from 7 October 2023 to 14 October 2023 (inclusive) regarding an alleged pro-Hamas "day of jihad" or "day of rage."
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Re: FOIA # 06260160 Extension
The Illinois State Police (ISP) acknowledges receipt of your attached Freedom of Information Act (FOIA) request. A response to your request is due August 14, 2024. However, additional time is needed to respond to your request. In accordance with Section 3(e) of FOIA (5 ILCS 140/3(e)), ISP is extending the response due date for an additional five business days for the following reasons:
The requested records are stored in whole or in part at another location.
The request requires the collection of a substantial number of records.
The request is stated in categorical terms and requires an extensive search for the records requested.
X The requested records have not yet been located and additional time is needed to complete the search.
X The requested records require examination and evaluation to determine if the documents are exempt from disclosure and/or must be redacted.

Thank you for writing the Illinois State Police (ISP) with your request for information pursuant to the Freedom of Information Act (FOIA), 5 ILCS 140/1, et seq. ISP acknowledges receipt of your FOIA request dated August 7, 2024.
ISP is denying your request for the reasons outlined below:
Section 7(1)(a) of FOIA: “Subject to this requirement, the following shall be exempt from inspection and copying: (a) Information specifically prohibited from disclosure by federal or State law or rules and regulations implementing federal or State law.” (5 ILCS 140/7(1)(a)).
Disclosure of some of the records you have requested is prohibited by federal or State law or rules and regulations implementing such laws.
Sections 23.20(e) and (f) of Title 28 of the Code of Federal Regulations: (e) A project or authorized recipient shall disseminate criminal intelligence information only where there is a need to know and a right to know the information in the performance of a law enforcement activity.
(f)(1) Except as noted in paragraph (f)(2) of this section, a project shall disseminate criminal intelligence information only to law enforcement authorities who shall agree to follow procedures regarding information receipt, maintenance, security, and dissemination which are consistent with these principles. (28 C.F.R. 23.20(e) and (f)(1)).
ISP found one responsive document pertaining to “pro-Hamas ‘day of jihad’ or ‘day of rage’ which was received by ISP’s Statewide Terrorism and Intelligence Center. The document is exempt from disclosure as criminal intelligence information. The document is Law Enforcement Sensitive and is not available for release to non-law enforcement authorities.
