Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:
Copies of the current or most recent memorandum of agreement (MOA) or memorandum of understanding (MOU) between your law enforcement agency and any fusion centers.
I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. In addition, I discuss and comment on the files online and make them available through non-profits such as the Internet Archive and MuckRock, disseminating them to a large audience. While my research is not limited to this, a great deal of it, including this, focuses on the activities and attitudes of the government itself. As such, it is not necessary for me to demonstrate the relevance of this particular subject in advance.
As my primary purpose is to inform about government activities by reporting on it and making the raw data available, I request that fees be waived.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

To Whom it May Concern:
The Illinois State Police has received your request for copies of the
current or most recent memorandum of agreement (MOA) or memorandum of
understanding (MOU) between your law enforcement agency and any fusion
centers. A response to your request is due 07/10/2018. However,
additional time is needed to respond to your request. In accordance with
Section 3 (e) of the Freedom of Information Act (5 ILCS 140/3 (e)), the
response due date is being extended to 07/17/2018. The basis for this
extension is as follows:

location.
_____ The request requires the collection of a substantial number of
records.
_____ The request is stated in categorical terms which requires an
extensive search for the records requested.

Thank you for writing the Illinois State Police with your request for
information pursuant to the Illinois Freedom of Information Act. (5 ILCS
140/1 et seq.). On July 2, 2018, we received your request for the
following: Copies of the current or most recent memorandum of agreement
(MOA) or memorandum of understanding (MOU) between ISP and any fusion
centers. On July 10, 2018, we sent an extension letter advising
additional time was needed to respond to your request.
A reasonable search for the requested items was conducted; however, the
Department found no responsive records with the provided search terms.
Please be aware the Illinois State Police only maintains records completed
by Illinois State Police personnel.
