To Whom It May Concern:
Persuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:
A copy of any and all law enforcement, legal, private investigative, and other formal and informal requests for I-PASS and other toll collected data, as well as any logs kept of these requests and policies around handling these requests.
I also request copies of any agreements or Memorandums of Understanding for data sharing, in bulk or on a case-by-case basis, I-PASS data with third-party law enforcement, other government agencies, and non-governmental groups.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
Conor Skelding

Dear Ms. McGinnis,
Thank you for providing the documents responsive to part two of my request.
My timeframe for part one is by the end of December. Is this realistic?
Thank you for your time.

Hi Connor -
Thanks for your response; however, our request is that you provide a timeframe for the records you are requesting. For example, are you looking for requests for I-PASS and other toll collected data submitted to date for 2013 or for a longer period of time? This will help us determine if additional time will be needed beyond the five days outlined in FOIA to compile and review any records responsive to your request.
Sorry for any confusion. Please let us know if you have any additional questions.
Joelle
