Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:
I am writing to request copies of any documents, regulations, or guidelines related to the mailroom policy and inmate privileges regarding the receipt and possession of DVDs and CD-ROMs at all prisons in illinois, and specifically at Joliet Treatment Center.
Specifically, I would like to obtain the following documents:
1. The official policy regarding the receipt of DVDs and CD-ROMs by inmates at at all prisons in illinois, and specifically at Joliet Treatment Center.
2. Any guidelines or regulations outlining whether inmates are allowed to possess DVDs and CD-ROMs in their personal belongings at all prisons in illinois, and specifically at Joliet Treatment Center.
3. Any documents detailing whether inmates are permitted to play DVDs and CD-ROMs on prison-issued devices or personal devices at all prisons in illinois, and specifically at Joliet Treatment Center.
4. Copies of the current mailroom policies or any relevant regulations pertaining to the receipt of items, particularly DVDs or CD-ROMs, by inmates at at all prisons in illinois, and specifically at Joliet Treatment Center.
5. Any documentation, memos, or directives issued within the past two years related to the handling of incoming mail containing DVDs or CD-ROMs at all prisons in illinois, and specifically at Joliet Treatment Center.
6. Any records of incidents or issues related to the receipt of DVDs or CD-ROMs by inmates, including any disciplinary actions taken as a result, for the past two years at all prisons in illinois, and specifically at Joliet Treatment Center.
To the extent possible, please provide the requested records in electronic format. If the documents are available on the agency’s website, please provide the specific web address where the documents can be accessed.
If you determine that any part of this request is exempt from disclosure, please provide a detailed explanation of the exemption(s) that apply to each withheld document or portion of a document. Additionally, if parts of the requested records are exempt from disclosure, please provide the non-exempt portions.
If there are any fees for searching or copying these records, please inform me in advance of fulfilling my request. However, I request a waiver of all fees in this case because the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of the rights of prisoners. This information is not being sought for commercial purposes.
Please confirm receipt of this request and provide an estimated timeline for your response. Under the Illinois FOIA, I anticipate a response within five business days.
