Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:
I hope this request finds you in good spirits. I request that a copy of the following documents [or documents containing the following information] be provided to me that pertains to your facilities:
Please provide the records requested below for June 2023 to June 2024.
* Number of IDOC complaints received by ISP (monthly and yearly).
* Type of IDOC complaints received by ISP (monthly and yearly).
* Resolution of IDOC complaints received by ISP (i.e., investigated, transferred). By type and category, both monthly and yearly.
* Number of employees who conduct IDOC complaint investigations at ISP (monthly and yearly).
* Employee position/title of those assigned to conduct IDOC complaint investigations (monthly and yearly).
* Names, titles, and direct contact information for each ISP employee who conducts IDOC complaint investigations (as of June 2024), including extensions.
* Names of agencies and/or organizations consulted or collaborated with, in order to investigate and resolve IDOC complaints (monthly, yearly).
* Outcome of IDOC complaint investigations which were resolved with the assistance of other agencies, offices, and organizations (monthly, yearly).
* Length of time for resolution of IDOC complaint investigations (monthly and yearly).
* Number of repeated IDOC complaints filed by same constituent (monthly and yearly) against IDOC facilities.
* Number of IDOC complaint investigations, listed by IDOC facility (monthly and yearly).
* Number of IDOC complaint investigations resulting in IDOC employee suspension or dismissal (monthly and yearly).
* Number of IDOC complaints declined to be investigated by ISP (monthly and yearly).
* Number of IDOC complaint investigations assigned to particular investigators at ISP (by name, badge number) each month and year during the requeested time period.
* Percentage of ISP investigations conducted against IDOC facilities, employees, staff, and departments (monthly and yearly).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for writing the Illinois State Police (ISP) with your request for information pursuant to the Freedom of Information Act (FOIA), 5 ILCS 140/1, et seq. ISP acknowledges receipt of your FOIA request dated June 6, 2024.
For the portion of your request regarding the number of employees who conduct IDOC complaint investigations, employee position/title of those assigned to conduct IDOC complaint investigations, names, titles, and direct contact information for each ISP employee who conducts IDOC complaint investigations, including extensions, percentage of ISP investigations conducted against IDOC facilities, employees, staff and departments, and names of agencies and/or organizations consulted or collaborated with in order to investigate and resolve IDOC complaints, a request for documents must reasonably identify a public record and not general data or information. Chi. Tribune Co. v. Dept of Fin. & Profl Regulation, 2014 Ill App (4th) 130427.
For the portion of your request regarding the number and type of IDOC complaints received, number of repeated IDOC complaints filed by the same constituent, number of IDOC complaint investigations listed by facility, number of IDOC complaints declined to be investigated by ISP, and number of IDOC complaint investigations assigned to particular investigators at ISP by name and badge number, ISP does not track this information; therefore, no responsive records were located. ISP only maintains records that it creates or receives.
Further, ISP is unable to provide any records without disproportionately burdening our operations. Continuing to search for, compile, and redact records in response to this request would be unduly burdensome, pursuant to Section 3(g) of FOIA.
In order to fulfill the remainder of your request, including a manual search of the ISP Division of Internal Investigations records would have to be conducted; this would entail reviewing each case to compile the resolution of IDOC complaints, outcome of IDOC complaint investigations with the assistance of other agencies, length of time for resolution of IDOC complaint investigations, office and organizations and the number of IDOC complaint investigations resulting in employee suspension or dismissals. The FOIA Unit would need to expend an inordinate number of personnel hours to review these records for possible exemptions before providing a final response. The time required for this request would result in delays for other FOIA requests. The burden on the public body outweighs the public interest.
ISP is extending you the opportunity to narrow the scope and reduce your request to manageable proportions.
