Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:
All processing notes for FOIA #13-532, received by the University of Illinois on November 5, 2013, which contain remarks, comments, notes, explanations, etc. made by university personnel about the processing of this request (and appeals or follow-ups, if appropriate). This is to include any notes made during the processing of the requests, any standard worksheets completed, and any correspondence referencing the requests, including tasking orders, emails, and coordination documentation.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

I am responding to your request dated January 13, 2014, under the Illinois Freedom of Information Act in which you request:

I am writing to invoke an extension of the deadline for responding to the request under the following section(s) of the Act, which allow for additional time when:
* 140/3(e)(v) the requested records require examination and evaluation by personnel having the necessary competence and discretion to determine if they are exempt from disclosure under Section 7 of this Act or should be revealed only with appropriate deletions.
I am taking the additional five days allowed by law to review information. The revised deadline will now be January 28.

Information responsive to your request is available and attached. These are public documents numbering 72 pages.
Portions of these documents have been redacted pursuant to the following section(s) of the Act:
* Section 140/7 (f) exempts "preliminary drafts, notes, recommendations, memoranda and other records in which opinions are expressed, or policies or actions are formulated, except that a specific record or relevant portion of a record shall not be exempt when the record is publicly cited and identified by the head of the public body." The responsive documents contain handwritten notes as well as preliminary discussions and expressions of opinion regarding possible policies and actions of the University.
