Pursuant to the Indiana Access to Public Records Act, I hereby request the following records:
Public records show that this agency has purchased Jacob Technology's 4G Condor (CSS) & 5G NR Base Station NG (CSS). I am looking for:
- logs of all deployments of agency CSS or disaggregated dat showing the number of times the agency has used Jacob Technology's CSS tools or any similar CSS since 2020.
- User manuals pertaining to CSS - this can be for the 4G Condor (CSS) or 5G NR Base Station NG (CSS) or any similar equipment
- Emails to and from eigtechsupport@jacobs.com please include attachments since 01/01/2020
- Emails from the department to any Jacob Technology Representative. Please search for all emails ending in @jacobs.com
- Any policies and procedures governing the use of CSS
, I request that the agency provide the above records in their native digital format, where applicable (such as a CSV, Excel, or other digital data format), and transferred to me electronically. If you deny this request in whole or in part, I request that you respond with the statutory exemption underlying the denial and the reasoning therein. If an asserted exemption applies to only a portion of a record, please delete or redact the portion to which the exemption applies and provide the remainder of the record.

Thank you for contacting the Indiana State Police. Since the beginning of 2020 through the present day, our organization has utilized the CCS technology platform 685 times. The user manuals for this system are subject to copyright protection held by the original equipment manufacturers and you will need to contact the respective manufacturers for copies.
Indiana Code 5-14-3-3(a)(1) requires that a request be reasonably particular in identifying the records sought. The Public Access Counselor has addressed reasonable particularity and email requests previously. Generally, for an email request to be reasonably particular, the request must include:
1) Named sender;
2) Named recipient;
3) Time frame of six months or less; and
4) Particularized subject matter or set of search terms.
A request for emails to and from eigtechsupport@jacobs.com from 01/01/2020 is not reasonably particular as required by Indiana Code 5-14-3-3(a)(1). Additionally, a request for emails from the department to any Jacob Technology Representative ending in @jacobs.com is also not reasonably particular. Please revise this portion of your request in accordance with the provisions above.
