Pursuant to the Iowa Open Records Law, I hereby request the following records related to the school district's use of GoGuardian technology:

1) A list of all website names, URLs and keywords that are blacklisted/blocked by the district's GoGuardian web-filtering software.
2) A list of all website names, URLs and keywords that the district has manually whitelisted/allowed access to upon request through the GoGuardian web-filtering software.

Please note that items 1 and 2 are usually available through an Excel file called GoGuardian_Filters.xlsx. We have received this information from other schools in this format.

3) All alerts generated by GoGuardian software from January 1, 2020 through November 18, 2022. Please redact any identifying information. This includes the following types of alert documents, usually available as Excel files:
a. Beacon
b. Flagged activity
c. Smart alerts
d. Policy export

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

request soon. Please note the following, which was stated in the link I

*Notice of Possible Fee for Request*
Please note, while there is no required fee to make your FOIA request, the
FOIA does provide for the charging of certain types of fees in some
instances. ICSD may charge for the time it takes to search for records,
redaction of those records, & duplication of those records. ICSD does not
charge for the first two hours of time or for the first 100 pages of
duplication.

If ICSD estimates that there will be a fee for processing your request, it
will notify you in writing, via email, of the estimate and offer you an
opportunity to narrow your request in order to reduce the fees. If fees
are necessary to complete the request, they will be calculated at the
actual cost, per hour, of employee time and any legal fees associated with
review and/or retraction of records as allowed by Iowa Code Section
22.3(2). In determining actual cost, when ICSD reasonably believes that a
requester is attempting to break a request into a series of requests for
the purpose of avoiding the assessment of fees, ICSD may aggregate those
requests and charge accordingly. For example, a series of requests from
one person or organization in a 30-day period or a series of requests from
persons in a single organization may be aggregated if the requests are
related in nature.

I sent this message via the muckrock portal, but didn't see it posted, so I
am replying this way as well.

Dave,

I reached out to GoGuardian regarding your requests. Here are a few notes
from their response:

- GoGuardian "Flagged Activity" logs may only be downloaded for the past
6 months.
- With an end date of Nov. 18th, per your request, the earliest start
date for the logs would be August 28th, 2022 (as of today).
- Even so, the logs can only be exported 15,000 lines at a time, so
that could mean exporting the data day-by-day or week-by-week
depending on
the number of lines per export.
- For Smart Alerts, there is an option to generate a pdf of alerts
for ***each individual alert***, with or without screenshots. However,
at this time, GoGuardian ***does not have a method to download multiple
reports at once or to aggregate Smart Alerts into one report***.
- This would mean that every Smart Alert would need to be downloaded
individually.
- Regarding Beacon Alerts, GoGuardian currently ***does not have a
reporting feature that shows aggregate alert data***. However, ***each
alert*** can be downloaded and saved as a pdf.
- This would mean that every Beacon Alert would need to be downloaded
individually.
- For Policy exports, I'll need more information on what exactly
you're wanting there. Perhaps you are wanting a list of the categories
that are blocked or allowed? If so, I can send some screenshots, but
there's no export function for that either.

The amount of individual exports that would need to be downloaded to meet
your request would be well over our 2 hours of "free" time. With that in
mind, I am happy to proceed with your request and work up until the 2 hour
mark, or you are welcome to modify your request to something like the
following, which could *likely* be provided in 2 hours or less:

- Export of Blocked URL lists
- Export of manually added Allow lists
- Export of the first 15,000 lines of the "Flagged Activity" report for
the months of Aug. 2022, Nov. 2022, Oct. 2022, and Nov, 1 - 18, 2022.
- 2-3 Sample Smart alerts for each of the months of Aug. 2022, Nov.
2022, Oct. 2022, and Nov, 1 - 18, 2022.
- Screenshot of web filter categories allowed or disallowed.

I'm not sure what the intent/need for your request is, so the above list is
just a suggestion; feel free to modify as needed.
