Pursuant to the Iowa Open Records Law, I hereby request the following records:
1) An up-to-date report from the university's Education Advisory Board (EAB) system documenting undergraduate students' predicted risk scores, broken down in aggregate by the following categories:
- Race
- Gender
- Major
- GPA Group
- Race AND Gender
- Race AND Major
- Race AND Gender AND Major
- Race AND GPA group
- Race AND Gender AND GPA group
This data is stored in the university's EAB system as part of the Student Success Collaborative tool and can easily be searched and compiled into reports, as demonstrated by the attached example document provided by the University of Houston in response to a similar public records request for data from its EAB system. Please note that I am not requesting any personally identifying information, but rather aggregate data for the aforementioned groups.
2) All predictive model reports and threshold reports provided to the university by EAB as part of the Student Success Collaborative product.
I ask that all fees be waived as I am a journalist and I intend to use the requested records to publish articles in the public interest and not for any commercial purpose
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I look forward to receiving your response to this request within 10 business days, as the statute requires.

We do not have up-to-date data and will not have it until May/June because we have to 1) build a new model and 2) have IT upload the input information. Our model is currently out of date and we have not had the time to update it due to the loss of some of our EAB personnel. You may wish to check back in February for a better estimate of when the information you seek might be available.

De-identified data may be disclosed without individualized consent required by FERPA (34 CFR §99.30 and 34 CFR §99.31(b)(1)). In order for data to be considered de-identified all personally identifiable information (PII) must be removed, including, but not limited to, any information that, alone or in combination is linkable to a specific student that a reasonable person could use to identify a student with reasonable certainty. Under this standard, PII includes not only direct identifiers, such as names, IDs, etc., but also any other sensitive and non-sensitive information that, alone or combined with other information that is linked or linkable to a specific student, would allow identification. When making a determination as to whether data has been sufficiently de-identified, it is necessary to take into consideration cumulative re-identification risk from all previous data releases and other reasonably available information, including publicly-available directory information and de-identified data releases from education records as well as other sources. Given the limited number of students of particular races within particular majors, this data cannot be sufficiently de-identified.
