The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good morning Mr. Neiss,
This email is in response to your public records request to Duval County Public Schools dated January 9, 2023.
While processing your request our office was informed that approximately 33 emails would be returned from the extensive district IT search. A cost estimate was provided to you on January 17, 2023 based on this information. Upon receipt of your payment the district's IT department was instructed to proceed with your request. In doing so, the IT department determined there were no emails responsive to your request and the original estimate was, in fact, incorrect. Please see the image below which indicates in the bottom right corner "No Data to Display". This is where the quantity of emails would be displayed if there were responsive emails. We are unsure of how this mix up occurred, but we wanted to remain transparent and apologize for any inconvenience this may cause. We need to return your payment and need to confirm your proper mailing address. If you would like to modify this request at all, please let me know. Again, we apologize for the inconvenience.

The problem is with your query. The query you sent will only retrieve emails to/from Lori Hershey and the required keywords. You need to group the to/from emails in a nested "or" request.
Alternatively you can run a single query for each individual.

See the path below - each group in parenthesis is done first before it goes onto the next. It does not just look at the last one (i.e., hersheyl) as stated in the email.

From the screen shots it looks like you're using Barracuda Message Archiver for retention/search.
If so, instead of structuring the search as they did previously, can you please ask the IT team to use perform the search using the keyword expressions functionality with the following 3 field query:
