Pursuant to Florida's Sunshine Law (Fla. Stat. secs. 119.01 to 119.15 (1995)), I hereby request the following records:
Any and all available dog licensing and registration data for animals within in Jacksonville, FL.
Please include all available segregable data, including but not limited to:
• the type of animal
• the breed of the pet
• the pet's date of birth
• the pet's name
• the owner's address or applicable zip code
• any other available notes
Also, I am requesting that the data be sent in Excel format.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We are in receipt of your request for the following records:

Please be advised that under FL law, the city is obligated to provide public records as they exist in the normal course of business. The city is not obligated to create new records or reformat existing records. The only way this data is maintained is through rabies vaccination certificates.
FS 828.30(5) provides that an animal owner's name, street address, phone number, and animal tag number contained in a rabies vaccination certificate provided to the animal control authority is exempt from public disclosure. If you would like a time and cost estimate for the redacted versions of every rabies vaccination certificate in the city, we will provide one. Please let us know.

Per Animal Care, more than 95,000 tags were issued in Duval County in 2016. The information you are requesting is stored in rabies certificates, which are exempt from disclosure under FS 828.30(5). There currently is no report that can be generated from our shelter software that would pull the information requested into an Excel Spreadsheet in redacted form. Florida law does not require agencies to create records.

If you do not have it in excel, please do not create a new record. Just send over what you have.
As for FS 828.30(5): An animal owner’s name, street address, phone number, and animal tag number contained in a rabies vaccination certificate provided to the animal control authority is exempt from s. 119.07(1) and s. 24(a), Art. I of the State Constitution.
Please feel free to redact this information. Leave all information except the owner's personal identifiers.

I of the State Constitution, but I was wondering if you could still send the information over without those items. It's fine if you cannot but them in an Excel sheet, do not feel the need to create a new record.
