To Whom It May Concern:
Pursuant to Florida's Sunshine Law (Fla. Stat. secs. 119.01 to 119.15 (1995)), I hereby request the following records:
Copies of all reports, lists, databases, or individual documents created or updated since Jan. 1, 2009 by the Office of General Counsel that detail lawsuits brought against the Jacksonville Sheriff's Office. This should include any documentation mechanism your office uses to track lawsuits. It should also include any documents that your office submits to local, state, or federal agencies listing the number and/or status of lawsuits brought against the Sherrif's Office.
This request should be construed to include documents compiled quarterly, annually, or in other increments as well as documents or databases that contain responsive information over a longer time span.
I request that all fees be waived for this request because I am a journalist -- employed by the Boston Globe and MuckRock -- and intend to use the requested information to educate the public.
I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.
Sincerely,
Todd Feathers

Mr. Feathers
Please see the response from our OGC (Office of General Counsel) concerning your request.
As framed, details about "lawsuits brought against JSO" could include a multitude of matters, such as torts (false arrest, excessive force), EEOC matters, employment matters, lawsuits by vendors, etc., and could take many hours and cost thousands of dollars. Is it possible that you can contact the requestor and ask that he narrow his request, if this is his intent?
Thank you.
If I can be of further assistance, please contact me.

Martha,
I am most interested in torts and civil rights cases, so if it's easier please do limit your search to those two areas. I am the original requester and you can reach me at 608-698-5806.
Thanks so much for your help, and I really do appreciate you reaching out for clarification. I wouldn't want to waste your time any more than I absolutely have to.
Best,
Tod Feathers

On September 3 I asked if you could narrow your request for the following reason which came from our Office of General Counsel (OGC):
As framed, details about "lawsuits brought against JSO" could include a multitude of matters, such as torts (false arrest, excessive force), EEOC matters, employment matters, lawsuits by vendors, etc., and could take many hours and cost thousands of dollars. Is it possible that you can contact the requestor and ask that he narrow his request, if this is his intent?
Please respond as quickly as possible so that we can proceed with your request if this is your decision.
Thank you.

Mr. Feathers
Our office does not report any data to local, state, or federal agencies listing the number and/or status of lawsuits brought against the Sheriff's Office.
Since we were able to obtain this information easily, there will be no charge.
Thank you.
If I can be of further assistance, please contact me.
