Pursuant to the Rhode Island Access to Public Records Act ("APRA"), I hereby request the following records:
Written procedures for access to the agency’s public records, including any records request forms required or suggested by the agency.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Thank you for your response. At the indicated URL, I was able to find your department's APRA request form and some instructions on submission. Can you confirm whether your department also has written procedures for processing APRA requests? If so, please provide a copy per my original request.

Mr. Musgrave,
The "instructions" (as you refer to them) at the indicated URL are indeed the procedures we follow in addressing requests for public information, as per R.I.G.L. §38-2-2. I've attached the procedures in the "paper" format that a person would get in person at police headquarters. They may be clearer in this format. In any case, the procedures are simple: a person files a request, the request is forwarded to the PIO, the PIO provides the records (or in rare cases an explanation as to why the records were not provided) within ten business days. There is also a process for appeal, as provided by law.
