From: Ross Milton
To Whom It May Concern:
Pursuant to the The Kansas Open Records Act, I hereby request the following records:
[1] A list of all academic journals to which Kansas State University Library subscribed in the most recent available subscription period and the cost to the university for each such journal. For those journals that are part of a package deal, so no individual price exists, I request a list of these journals and the cost to the university of the package as a whole.
[2] For each academic journal to which the Kansas State University Library subscribes, I request the number of uses of the subscription for the most recent available subscription period.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.
Sincerely,
Ross Milton

To Whom It May Concern:
Please find enclosed a check for $25.00 to satisfy the fee associated with the attached public records request.
Thank you.
From: Ross Milton
To Whom It May Concern:
The fee cited of $25 has been remitted via mail.
However, my 2nd request was improperly denied. I am not requesting usage statistics be compiled by Kansas State University. These usage statistics are compiled by the publishers with whom the university does business. These publishers then provide this information to the university. I am requesting the most recent version of these as communicated to the university by the publishers. As a result, it is a public record which falls under the Kansas Open Records Act.
Please consider this clarification a public record request pursuant to The Kansas Open Records Act.
Sincerely,
Ross Milton
