At a public [meeting][1] of Kent City Council on August 15, 2017, members discussed a bill to place a six-month moratorium prohibiting supervised consumption spaces ("SCSs," also known as safe consumption spaces, community health engagement locations, or CHELs) in the city of Kent (agenda item 8B; ordinance 4250).

At approximately 2 hours and 35 minutes into the meeting, during discussion of a motion to pass the moratorium, council member Dana Ralph [stated][2] that "there are conflicting reports on these things" and that [she had seen][3] both reports indicating that there is increased crime around SCSs and reports that there is no increase in crime around SCSs.

I request all studies and reports used by Kent City Council in evaluation of the moratorium on supervised consumption spaces passed on August 15, 2017. This should include but not be limited to those referenced by council member Ralph during discussion of the bill.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
