To Whom It May Concern:

Pursuant to the Washington Public Records Act, I hereby request the following records:

Staff roster including but not limited to first and last names, job titles, areas of assignment, and badge, serial, and other identifying numbers. In order of preference, I would prefer that this data be provided as: OpenDocument spreadsheet, plain text with comma-separated-values (i.e., a "CSV" file), Excel spreadsheet, or the native electronic format of the software from which this information is retrieved in fulfillment of my request. I specifically request that you not create a new record for me by rendering to PDF or by printing your electronic record then scanning it to make a series of images of the printed data.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Sir or Madam:

Thank you for the prompt response. You provided on May 31, 2021, a current "master watch schedule," which contains useful information, but does not seem to constitute a staff roster. Typically, I would expect some form of tabular data (like a spreadsheet) with one employee per record, and each record comprised of fields including surname, given name, badge/serial/ID number, hire date, rank/job-title, and unit/department. Does your agency maintain such a record?

Dear Sir or Madam,

Thank you for sending the second record, to which you referred as a "seniority list." Would you please send the record in its native electronic format or in a spreadsheet, as requested? I explicitly requested that you not make a new record by rendering to PDF, but you did so. PDF is a data format which is good for printing or for naked-eye observation by a human, but not good at all for use with standard utilities for searching and processing tabular data.

Please imagine if you were tasked with importing your seniority list into a master database, automatically searching by name, etc., but you had only a PDF to work with. It would, of course, be frustrating and inefficient, if even possible. Please do not impose the same on the public.

As a reminder, in my original request, I wrote, "In order of preference, I would prefer that this data be provided as: OpenDocument spreadsheet, plain text with comma-separated-values (i.e., a `CSV' file), Excel spreadsheet, or the native electronic format of the software from which this information is retrieved in fulfillment of my request.
