Your request is not for an identifiable record, so we would like to clarify with you what records you are seeking.
The Public Disclosure Act requires that public records requested are “identifiable” (see RCW 42.56.080). The request must be for identifiable records or classes of records, so the agency can search for potentially responsive records (see Fisher Broadcasting v. Seattle (2014)). A requestor satisfies the “identifiable record" requirement when he or she provides a “reasonable description” of the record which would enable an agency to locate the requested records (see Bonamy v. City of Seattle (1998); Hangartner v. City of Seattle (2004); Wright v. State (2013); and WAC 44-14-04002. An "identifiable record" is not a request for "information" in general. The act does not allow a requestor to search through agency files for records which cannot be reasonably identified or described to the agency and an agency does not have broad duties to respond to questions, do research, or give information that is not an identifiable public record (see Limstrom v. Ladenburg (2002)).
If you are able to identify or describe the records you are seeking we would be more than happy to search for any responsive documents. If you would like us to search for records held by the KCSO related to you or someone else, please provide the complete name, date of birth, and address information of the person. For specific cases, if you are able to provide a KCSO case/citation number, officer name, date and location of the incident, or any other searchable information that will better help us fulfill your request please let us know. Keep in mind some audio and video recordings have a short retention (ie. 911 calls are purged after 90 days) and may expire prior to identifying records responsive to your request. Providing additional information right away will help us to preserve any responsive records. If we do not hear from you by May 17, 2024 we will consider your request abandoned and close your request.
If you are requesting a copy of a driving record (Abstract of Driving Record (ADR)) or a criminal history report/background check, the KCSO does not perform driving record and/or background/criminal history checks. If you would like to obtain either one or both of these, we suggest you contact the Washington State Department of Licensing (DOL) and/or the Washington State Patrol (WSP) WATCH program for more information. A DOL driving record or ADR, contains a history of violations, convictions, collisions, and departmental actions incurred by a driver over a period of time. Additionally, the KCSO Manual 9.08.000 requires the department to retain sUAS flight records for auditing purposes.

The KCSO sUAS program did not go live until the last few months of 2021. Also, there are no records for 2020 as we did not yet have authorization to fly sUAS for missions. Please note that the 2021 missions spreadsheet is different than 2022 as we didn't fully transition to AirData (our sUAS flight logging program) until 2022.
