Any and all statistics, data, reports, audits, policies, and procedures pertaining to the following items regarding sexual assault evidence collection (SAEC) kits — also known as "rape kits":
• All standard operating procedures regarding the SAEC process
• Any written policies or procedures regarding department practices on the acquisition or handling of rape kit evidence, including protocols for its collection, testing, and delegation and transfer to all other relevant locations, laboratories, or agencies
• The number of kits collected and booked into evidence from the period of January 1, 2000 through the date this request is processed
• The number of kits that have been processed by a public or private crime or forensic laboratory or equivalent processing location from the period of January 1, 2000 through the date this request is processed
• The number of unprocessed kits in any storage facilities currently under the department’s jurisdiction and control, including those held by medical personnel or at external laboratory locations
• Any materials regarding the status or ultimate disposition of cases in which a kit was collected. Please include all available segregable data.
• All audits involving this agency regarding the collection or backlog of SAEC kits
• All proposed alterations or yet-to-be-implemented changes to the policies and procedures regarding the collection, testing, and use of SAEC kits

We are writing to update you on the status of your above-referenced records request. The records that have been identified as responsive to your request by the Kirkland Police Department have been uploaded to the City's records portal which you can access by following the steps below:
A copy of the updated policy on Sexual Assault Investigations (Lexipol 609), an Audit letter received from the WA attorney general in June 2018, and email correspondence regarding implementation of Washington's new sexual assault kit tracking system were released to you today with no redactions or exemptions applied. We do not have segregable data or materials on the ultimate disposition of cases in which a kit was collected (you will need to obtain this information (if available) from the King County Superior Court). At this time, the Kirkland Police Records Unit believes it has fulfilled your request and will close this request file. If staff has misinterpreted any part of your request, please advise as soon as possible, as it is the intent of staff to fully comply with RCW 42.56 in a timely manner. We refer you to Kirkland Public Records Act (PRA) Rule 160 and RCW 42.56.550 concerning your rights to petition the City to internally review its decision to apply this exemption. Additionally, you may also submit a new request for these records at a later date at which point the cited exemption may no longer be applicable.
