I am reaching out in reference to a prior request for public records in the custody of your organization. I work with Erin Stewart at the Center for Public Interest Advocacy & Collaboration, an educational, research and advocacy organization at Northeastern University School of Law.
In August 2022, Timothy P. Houton fulfilled Erin’s request for school-based arrest data, including referrals to law enforcement. The documents we received are attached for reference. We request clarification of the definition of “referral” used by your police department, including the process for a referral and how it differs from an arrest.

In response to your request on clarification of the definition of "referral" used by our police department , including the process for a referral and how it differs from an arrest
A referral differs from an arrest when the police and school decided that the incident will be referred to a different agency, most predominately family services, for a resolution.
