To Whom It May Concern:
Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
Records of the number of NCAA athlete Cadets by class, by sport, by gender, by race/ethnic background who received scholarships for the past 10 academic years including those currently enrolled in academic year 2024 – 2025 to include the amount per cadet, source of funds, if the cadet graduated, left VMI through the portal, left VMI for disciplinary reasons, or left VMI for other reasons without graduating. Any personally identifying information (PII) or FERPA information identifying the individual can be redacted.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

A message was sent to you regarding record request #25-3:
VMI requires all outstanding balances in excess of 30 days be paid, in accordance with Va. Code § 2.2-3704(I.), On Dec. 3, 2024 when responsive records were released, you were also provided an invoice for the actual cost of fulfilling request 24-73 in the amount of $138.66. However, only payment in the amount of $76.30 was received leaving a balance of $62.36. Until this balance is paid, VMI will not begin processing this and future requests.

As you may be aware, § 2.2-3704. F. of the Code of Virginia allows public bodies to charge for accessing, duplicating, supplying, redacting or searching for the requested records. This estimate reflects the following staff time:
* * Enrollment Services Analyst - 20 hours @ $33.41/hr.
* Records related to scholarships
* Assistant Registrar - 2 hours @ $30.70/hr.
* Records related to enrollment and graduation status
* Director of NCAA Compliance – 2 hours @ $19.80
* Records related to athletes and transfer portal
* FOIA Assistant - 5 hour @ $23.33/hr.
* Request coordination
* Records related to discipline
* FOIA Officer - 2.5 hours @ $66.20/hr.
* Review and redaction of responsive records
Please let me know if you agree to the estimated cost. If you do, we will send you an invoice and, once we receive payment, will begin to process your request.
