I also request that, if appropriate, fees be waived as I believe this request is in the public interest due to the growing number of lawsuits against this controversial Scientology-based treatment facility that has been widely reported:

I am in receipt of your public records request dated November 20th, 2015. After searching all our records we found nothing strictly under the names that you provided. We are in possession of records just under the name “Narconon”. Under the name “Narconon” we hold approximately 43 separate incident reports. These records only go back as far as 2004. Due to the time required to pull these reports and redact out personal information, I am unable to waive the fee. The fee for these reports are $1.00 a page. I do not have a total yet of how many pages there will be until we actually pull them. We are more than happy to provide these requested reports if you would like. If you decide this is what you want we will need some time to pull the reports and run each one through the District Attorney’s Office for his approval to release. I hope this information helps.

Dear Sheriff Lee or Whom it may concern;
Thank you so very much for your extremely helpful and prompt response to my public records request dated November 20th, 2015.
Please consider this message to be confirmation that any applicable fees and the additional time that may be needed to process the 43 incidents you found for the generic name "Narconon" is acceptable. I have been filing similar requests on this drug rehab network nationwide, and I have already gathered hundreds of pages of law enforcement documents on other facilities. Thus, there is no pressing concerns on my end for cost nor timing since I already have a ton of material to sort through from other locations. So please by all means, take whatever time and/or expense is needed to properly satisy this request.
With gratitude and best regards,
Ms. R. M. Seibert

Ms. R. M. Seibert,
Just as an update to your previous e mail requesting public records, we are close to being finished and will redact out personal information and then it will be forwarded to the District Attorney for final approval. It appears to be over 150 pages of records (I will have the exact number shortly). I will need a check/Money Order to be sent to the Sheriff’s Office prior to sending the requested material to you.

Dear Sheriff Lee,
Please accept my apologies for the delayed response. I do still want the reports associated with my records request dated November 20,2015. The previous follow-up responses I received did not state the exact amount due for processing fees on this request, so I was waiting for that information in order to send the required payment. Please let me know how much I owe your agency and we will get the check sent right way.
With gratitude,
Ms. R. M. Seibert

As I told you in my previous e mail there are multiple reports over the years so it is quite lengthy. There are 184 pages of reports and the mailing cost is $12.40. So the total cost would be;
184 pages @ $1.00/page
Mailing costs $12.40
Total cost = $196.40
Let me know if you have any questions. Once we receive payment we will mail the reports to your provided address.

Dear Sheriff Lee:
My apologies for the delay, there seems to be a problem with the check for $196.40 that was cut and sent to you on 01/29/2016. I have the folks at MuckRock looking into it, and I fear it may have been sent to the wrong agency. Please give me until the end of the week to get back to you with confirmation that another check has been sent out.

Dear Sheriff Lee;
I just wanted to confirm I received the material on my public records request re: the Narconon Rainbow Canyon Drug Rehab in Caliente. I also wanted to repeat my apology that there was delay on our end in getting the payment forwarded to you in a timely fashion.
Additionally, I wanted to shower you with thanks for you assistance in this matter and express my gratitude for the high quality documentation you provided. I have been gathering similar records on this network of drug rehabs throughout the country, and the disclosure you provided is one the most comprehensive set of materials I have received so far. The due diligence your office invested in compiling this release is readily apparent, and I very much appreciate the effort that went into this records release.
The reports also show that the level of care, assistance, careful follow up and overall professionalism that your officers have provided in regards to dealing with complaints about this facility is far superior to what I have found at ALL other facilities in this network. So much so, I wanted to praise the exceptional service your agency is providing to the local community.
With much gratitude and respect,
Ms. R. M. Seibert
