To Whom It May Concern:
Pursuant to the California Public Records Act, I hereby request the following records:
1) User account audit logs documenting each time a department account has conducted a search or taken another action on the department's Flock Safety ALPR system from 1/1/2024 until the date this request is processed. Flock audit logs are retained indefinitely and contain metadata including, but not limited to: the date of the search, the time of the search, the search term/rules, and the user conducting the search. The audit logs are recorded in a database so I ask that you provide it to me as a .csv, .xls, or other database filetype.
If you have any questions about this request, please do not hesitate to ask. If you would like to set up a time to discuss this request over the phone, please email me at tfeathers@gizmodo.com.
In the event that you determine certain records or portions of records are exempt from disclosure, I ask that you provide a detailed explanation of the records or portions of records being withheld and the statutory exemptions under which they are being withheld.
I am requesting these records as a journalist in order to write articles in the public interest about the operations of a government agency.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

This email serves as a written response to your California Public Records Act (“CPRA”) request received by the City of Lodi Police Department on September 10, 2024.
Your request will require City staff members to compile data from a new technological platform, known as FLOCK. The FLOCK system, which we recently integrated, is essential for retrieving the information requested. However, due to its complexity and the need for comprehensive data extraction, we require additional time to ensure that we provide you with accurate and complete records.
Please be advised that this email serves as written notice that the City is taking an extension of the standard 10 day time period for providing its determination on your request. City staff members will notify you in writing with a determination on your request no later than September 30, 2024.

The City has thoroughly reviewed and compiled all records that are responsive to your CPRA request and are now providing them to you as an attachment to this email. Please note that FLOCK only retains data for a period of 30 days before it is purged. This is why you will find only 30 days’ worth of data.
