I am a Ph.D. candidate at the University of Kentucky and I am researching the effect of continuing resolutions on the spending behavior of federal agencies. I am requesting a longitudinal dataset of obligations associated with the Supplies and Expenses Appropriation for the Federal Labor Relations Authority and associated sub-agencies. If this request is honored, I would like to request the following data fields in Excel format at a minimum: Fiscal year, month, object classification, sub-agency identifier, and annual full-time equivalent (FTE) count. I plan to merge the obligation data with preexisting obligation data from other federal departments, continuing resolutions data, and congressional voting records. Then, using econometric methods of analysis, I aim to examine the effect of continuing appropriations acts on single-year appropriation execution patterns over time.
